We will clean it with all methods. The smaller offices tend to go with the lowest price or the convience of just letting the Janitorial company clean the carpets. Nothing wrong with hocking up with small Janitorial Companies and do their carpet cleaning for them, we have several that we do the carpets for.

Going back to the original question, I feel like if you are looking for better clients, it is a better bet to go after property management companies than individual tenants. That way you'll typically get more work from the relationship (i.e. cleaning contracts for all their tenants) and they are typically more informed about what they're looking for and understand the value of quality. But this is definitely a generalization -- a lot depends on the size of the tenant business, terms of lease, etc.
