I have a carpet cleaner associate who is looking for additional work and I am willing to give him my excess jobs.
I offered to give him 50% commission on each job because I have gotten these clients from my efforts..
He told me he wants 70% because it's his gas, transportation and energy.
I told him I'm prepared to give him 50% and he gets to keep any money from upselling.

Am I being unreasonable or is he asking for too much?

50% is reasonable, yes it's his gas and chemicals, but you likely have invested more into obtaining and retaining your customers.  Sometimes meeting half way solves these disagreements, maybe suggest %60.

we pay 40-45%.
Anytime I ever went to 50% I regretted it.

Be ware that you must still keep time records and any work over 44 hours you will need to pay commision and a half. That's the law.

I have done work in the past for as low as 30%.

50% is good.
