why does the FM only use 2 x 2 stage vac motor and not 3 stage?

2  2 stage are stronger than 1  3 stage vac.  If you mean why not 2 of the 3 stage, that requires 2 cords, not one.

Because the Flood Master would require 3 cords to drive and would not get approved by CSA if it had 2 3-stage vac motors.
