We have been cleaning tile and grout around a circular swimming pool. The first six inches out from the pool is concrete. The concrete just won't come clean. It is very porous. We have worked on it for two days and to be honest I am nervous I will not get paid for the job.

The catch with all this is this. They agreed at first to empty the pool. They didn't. We now can't use an acidic cleaner on the concrete. If we did  the acid may mix with the chlorine in the pool and form some sort of chlorine gas. Any ideas??

Thats your way out!

The agreement was to empty the pool.  It is not done so Lee can not be responsible for the results, as simple as that.  It's is a direct health hazard to you and your employees. 
 
I would make that crystal clear to the customer
