i want to start a cleaning buisness and have looked into both hwe and op. can either system work on it's own or do you need one to help the other in different situations?if possible i would like to start in one or the other to start and not both at the same time.WHICH is the best route?thanks for your time.

HWE is more versitile. Stairs, upholsery, drapes and fabric-covered cubicles are all possibilites with HWE. Not all are possible with OP.  However, if you are doing a real cleaning service (janitorial), you will need a scrubber anyhow.
