There are many safe and unsafe bleaches to help with fringes. But if you have a heavily soiled loose carpet with fringes you should be taking them out for factory cleaning where the undergo a much more aggressive soaking and cleaning than you can offer.
I have one customer who sticks new fringes to every carpet he cleans that the fringes don't respond well. He claims it's cheaper in the long run. |

That might be fine for machine made (cheap) synthetic rugs, however I would be one pissed off customer if my hand sewn fringes were removed and replaced with machine made. Learn to clean them or don't get into the business of cleaning area rugs! |
