Plaster will bust off and rinse free. The paint will require a fair bit of work, Ted sells a product from Mostenblocker that will, with dwell time and agitation, give you good results. Acetone also will break most latex paints down, but wicks off very fast and likes to make a home in your liver. Gloves, glasses and a respirator at least if you go this route. I've used xylene with good success, but always rinse, ventilate, and be sure to test the fibers reaction. You don't want to buy someone a new carpet.

In Toronto installers will do new carpet for $250.00 with pad in an average size bedroom.
