I'm looking at a used "truck mount"
the seller says you can unload it and use it as
a portable. It also requires you plug it into the
customers power. Is it really a truck mount or a
portable being sold as a truck mount?

Depends. We sell a Portable(Ultima) that is designed to be used as a high powered portable and/or TM. Find out the brand and I will tell you what you have in terms or power and versatility.

You really have to find out what the name of the machine is before anyone can answer your question. That's where I would start first.
The very best;

It is a bane looked at it today. I'm totally not interested. The van was old
The business was totally not professional. I think I could do better starting with the right equipment and a good marketing push on my own.

Glad to see that you made a decision and that you seem very happy with it as well.
Unfortunately, for myself and someone representing a different product, I would never try to give my opinion of any particular machine on a public board such as this becuase of honor and ethics.
I owned a Karpet Steem unit (now labeled; Bane) way back in 1971, so I could really make a comparison!!!!!!!!!!!!!!!!!!!!!
The very best to you!
